What Is Lycoming-Clinton Behavioral HealthChoices?

Our agency is part of the Lycoming-Clinton Joinder. We provide information and guidance about resources and oversight of managed care programs for Medical Assistance Recipients who are eligible to receive behavioral health services.

The Commonwealth of Pennsylvania’s Behavioral HealthChoices Program is comprised of two (2) components — a behavioral health benefit and a physical health benefit. (See below). Please note that our agency manages the Behavioral Health Benefit only.

Our Managed Care Organization, Community Care Behavioral Health Organization (Community Care) is a health insurance company that focuses on recovery, and has a history of helping people with behavioral health needs for more than 20 years.

We also partner with West Branch Drug & Alcohol Abuse Commission, a private, non-profit human service agency committed to helping people find their way to recovery since 1974.


What Is HealthChoices?

HealthChoices is the name of Pennsylvania's managed care programs for Medical Assistance Recipients.  

Through physical health Managed Care Organizations, recipients receive quality medical care and timely access to all appropriate physical health services, whether the services are delivered on an inpatient or outpatient basis.

Through behavioral health Managed Care Organizations, recipients receive quality medical care and timely access to appropriate mental health and/or drug and alcohol services.


Our Goals

The Lycoming-Clinton Behavioral HealthChoices program has three goals that guide our implementation efforts. These goals are as follows:

  • To improve access to health care services for Medicaid recipients

  • To improve the quality of care available to Medicaid recipients; and

  • To be cost effective with Pennsylvania's Medicaid spending


Our Mission

To assure an adequate system of mental health and substance abuse services for Medical Assistance eligible County residents, and to provide administrative oversight of the behavioral healthcare program via a contractual relationship with a behavioral healthcare managed care company. To improve access to behavioral healthcare services for medical assistance recipients; to improve the quality of behavioral healthcare available to medical assistance recipients; and to stabilize Pennsylvania's medical assistance spending. To accomplish these goals, Lycoming-Clinton Behavioral HeathChoices at Joinder subcontracts with a healthcare managed-care company to oversee all aspects of the state's behavioral healthcare system.
